Noting that the African Management Development Institutes Network (AMDIN) has been in_ existence for eighteen-years (18) and provided immense value for its members and African Management Development Institutes (MDls) in general.

Appreciating the valuable role that the outgoing Executive Committee has played in sustaining AMDIN and for the National School of Government continued serving as the Secretariat for the network since its formal launch in 2005.

Recognising that substantive value is derived from activities funded through AMDIN membership fee contributions from MDls.

Acknowledging that the network has evolved since its establishment in 2005 and that the African state capacity-building environment has changed substantively.

Accepting that there is a need to establish a firm pathway for the growth and sustainability of AMDIN.

The General Assembly resolved as follows:

  1. That the NSG will be a permanent Secretariat of AMDIN, supported by an official who will be seconded from the office of each Vice President in the regions. These officials will liaise with the Secretariat in Pretoria while located in their respective institutions. The roles and responsibilities are to be clearly defined.
  2. Each Head of the MDI is to appoint another senior official who will be responsible for all substantive matters and driving the operations of the AMDIN in each institute.
  3. Elected the following Heads of Institutions to serve as the Executive Committee Members from 2024 until 2027. The elected members were namely:
    • President: Mr Guillaume Banga Wakimesa (DRC) Secretary-General: Prof Busani Ngcaweni (South Africa)
    • Vice Presid.ent East Africa: Dr James Nkata (Uganda)
    • Vice President West Africa: Prof Samuel Bonsu with Dr Patrick-Tandoh­Offin as a proxy ( Ghana)
    • Vice President Central Africa: Ms Gladys Njoukiang (Cameroon)
    • Vice President Southern Africa: Prof Rayson Mukwena (Zambia)
    • Vice President North Africa: Ms Nada Biaz (Morrocco)
  4. Mandated the new EXCO to review the AMDIN Constitution to allow DGs/ Heads of Institutions to have proxies to stand in for them in executive committee meetings if not available.
  5. Mandated the new President of AMDIN to write a letter to the Cabinet Ministers of those members appointed as members of the Executive Committee, informing the Executive Authority of their responsibility and roles.
  6. To jointly introduce new programs, joint research, knowledge generation, and exchange of faculties by establishing sub-committees.
  7. Each Office of the Vice President for the region holds quarterly meetings in their region to monitor the implementation of programs and discuss progress and operational matters. A schedule of dates is to be prepared by each Vice President’s office and submitted to the Secretary-General.
  8. Mandated the Secretary-General to designate the Chief Financial Officer of the National School of Government to act as an AMDIN representative on all matters concerning and dealing with the South African Revenue Services (SARS).
  9. Adopted the five-year Strategic Plan and mandated the new EXCO to finalize it and include the budget. The Chairperson of the sub-committee will lead this task.
  10. Adopted the Resource Mobilisation Strategy and requested the Chairperson of the sub-committee to finalize the budget and submit it to the chair of the Strategic Planning sub-committee to be included in the five-year Strategic Plan.
  11. The newly elected Executive Committee will have its first meeting on a date to be jointly identified before 30 April 2024.
  12. To continue working with the African Union to implement the African Charter on Values and Principles in the Public Service and Administration.
  13. To strengthen cooperation with the African Association of Public Administration and Management (AAPAM) by implementing the Mou signed by the previous EXCO.
  14. To continue collaborating with like-minded organisations such as the West African Management Development Institute (WAMDEVIN).
  15. Each region will ensure ongoing mobilization of other MDls in other countries to join AMDIN to grow its membership.
  16. The President will host the first Journal Board meeting with the new members.
  17. Ensure ongoing consultations with the AMDIN Executive Committee and its members, utilizing electronic communications and Zoom meetings where relevant.

Concluding that the General Assembly held on 1 March 2024 represented a critical step in securing the network’s future.
